In order to better coordinate development and safety, further optimize services to help enterprises, strengthen safety management, deepen and implement the "two health" services to help enterprises proposed by the Wenzhou Municipal Committee and government, on the afternoon of April 15, Chen Ming, member of the Party Committee and deputy director of the Wenzhou Emergency Management Bureau, led the Municipal Safety Production Foundation Department and the Municipal Emergency Management Publicity and Education Center to Yongjia to investigate the safety production of the pump and valve industry. And to the Sanjiang Industrial Zone Zhejiang Bethel Technology Co., Ltd. held a work forum, listen to and understand the special operations personnel training and forensics work, Yongjia County emergency Management Bureau deputy Director Gu Li accompanied the investigation.

The research team came to Boteli Company, visited the exhibition hall and production workshop of the enterprise's digital intelligence, looked at the special operation site, and listened to the deputy general manager of the enterprise Jin Keyu on the construction of safety culture, the standardization construction of enterprise safety production, and the training of enterprise safety production. Subsequently, the work research symposium was held in the conference room on the second floor.
 
In the survey, Chen Wenrong, secretary general of the pump and valve Industry Association, reported on the difficulties and problems existing in the training and certification of welders in the pump and valve industry. Jin Keyu, deputy general manager of the company, thanked the city Emergency Management Bureau for the attention of Yongjia enterprises, and he also reflected to the city emergency Management Bureau that as the pillar industry of Yongjia, the demand for welders in the pump valve industry is relatively large, and welders as special operations, not only need to obtain the operation certificate issued by the emergency Management Bureau, but also need to obtain the certificate issued by the municipal supervisory department. It is hoped that relevant competent departments can optimize the training process, and whether these certificates can be combined and managed to realize the integration of multiple certificates. Jin said that enterprises are the main body of responsibility for safety work, and their own safety work must be attached importance, in view of the current situation of aging welding personnel, the employment trend of enterprises should consider changing to machine replacement.

On the enterprise reflection of welder forensics is difficult, hope that the two certificates in one proposal, Chen Ming asked the valve industry association to carry out the classification of the industry welders, how many are licensed, how many are unlicensed, first find out the bottom number, accurately understand the welder team needs and gaps, so as to do training and forensics work in the future. He stressed that for special operations, we must obtain evidence, hold a certificate, and achieve legal business. I hope that the Association will take the lead, come up with a feasible training and forensics program as soon as possible, and then coordinate with the city and county emergency management departments, through centralized training, so that the training should be done, the examination should be done, and the enterprise's essential safety management level can be improved through certification.

Chen Ming stressed that production safety is a major event of people's livelihood, related to the overall situation of economic and social development and stability, enterprises should firmly establish the concept of "training is not in place is a major accident hidden danger", improve the safety awareness and quality of employees as the key to preventing and controlling accidents, and earnestly grasp the safety education and training. The person in charge of the enterprise should firmly establish the awareness of the red line, always tighten the safety string, strictly implement the safety production responsibility system, carry out the work of safety production and fire safety throughout the whole process of production and operation, and resolutely prevent and curb the occurrence of safety production accidents.
